Executive Director’s Update: August at a Glance

The August Board meeting highlighted the DDA’s positive impact and forward-thinking approach to Downtown West Palm Beach. Discussions and presentations focused on ambassador recognition, tourism and development activity, the FY 2026–27 budget and legal services, future funding opportunities, and the launch of the Strategic Plan process. Together, these efforts reflect the DDA’s continued commitment to strong partnerships, strategic investment, and positioning downtown for long-term growth and success.

Block by Block Ambassador Recognition  

Downtown Ambassador Arturo Ramirez was recognized for his bravery and exceptional service during a June 29, 2026 incident. Arturo remained calm, immediately notified dispatch, and used verbal commands to help de-escalate the situation, ultimately creating an opportunity for the victim to safely escape. His quick thinking and professionalism assisted the West Palm Beach Police Department in apprehending the suspect and demonstrated the important role our Downtown Ambassadors play each day in supporting the safety and well-being of our downtown community. 

Downtown Tourism and Visitor Trends
Discover The Palm Beaches presented an update on Downtown West Palm Beach’s role within Palm Beach County’s tourism and hospitality economy. Downtown currently accounts for approximately 13% of total county visitation, with 1.4 million visitors, including approximately 513,000 overnight visitors.

Downtown’s hotel market also demonstrated strong performance, generating approximately $137 million in revenue in 2025.

Overall, the presentation reinforced the positive economic impact of tourism on Downtown West Palm Beach and the opportunities ahead as new hotels, office development, residential growth, the Vanderbilt campus, and continued investment further strengthen downtown as a destination for visitors, businesses, and residents.

400 Hibiscus Street Development Proposal
A presentation on the proposed Banyan Tree Residences at 400 Hibiscus Street outlined plans for a 22-story mixed-use development featuring 88 residential units, approximately 11,300 square feet of restaurant/lounge space, public open space, and 183 parking spaces.

The development is expected to provide several benefits to downtown, including streetscape enhancements, active ground-floor uses, additional residential and dining activity, mobility investments, workforce housing support, public art, and impact-fee contributions toward infrastructure improvements. The project would further activate the Hibiscus Street and Dixie Highway area, add new residents and commercial activity, and contribute to the continued investment and evolution of Downtown West Palm Beach.

FY 2026-2027 Operating Budget Approved  
The Board  approved the proposed FY 2026–27 Operating Budget, which reflects a less than 1% increase while continuing to prioritize fiscal responsibility and investment in essential downtown services. Funding includes maintenance, public safety, communications, economic development, placemaking, transportation, and organizational operations, while addressing the continued growth and evolving needs of Downtown West Palm Beach.

Key priorities included supporting the City’s new on-demand transportation service, continuing community outreach and innovative policing initiatives, and expanding the Ambassador Program to provide enhanced cleaning, hospitality, visitor assistance, and place management along the waterfront.

General Counsel Agreement Letter  

The Board  approved the updated General Counsel services agreement with Lewis, Longman & Walker, P.A. to address the organization’s increased legal needs related to contracts, interlocal agreements, governance, legislative matters, and coordination with City and partner agencies.  

The agreement establishes a not-to-exceed annual legal services budget of $66,000, effective October 1, 2026, with services billed monthly based on actual hours worked. This structure provides greater transparency while maintaining a defined annual spending cap.  

Property Financing Options Explored 

 Staff researched potential financing options for a future DDA property purchase and presented its findings to the Board for discussion. Legal counsel advised that the DDA may finance a property purchase through revenue bonds, provided the property generates sufficient revenue to cover the debt and  repayment is limited to revenues generated by the property.  

Discussion also included the potential to lease portions of a future property to generate revenue and explore uses such as a business incubator to support emerging downtown businesses. As a next step, the DDA will engage a consultant to further analyze financing options, potential uses, and opportunities for partnership with the City and CRA. 

Five-Year Strategic Planning Begins 

 The DDA officially launched its 2026–2031 Strategic Planning process with an initial Board workshop facilitated by the Stratus Team. This first workshop provided Board members shared perspectives on organizational priorities, long-term aspirations, challenges, and desired outcomes for the DDA over the next five years.  

This session marked the beginning of a broader, collaborative process that will include additional Board engagement and opportunities for community and stakeholder input.  Future workshop dates and public engagement opportunities will be shared once the project schedule is finalized. 

Additional DDA Updates

DDA Programs Receive Statewide Recognition 

Three DDA-produced programs received recognition from the Florida Festivals & Events Association during its 2026 awards program. Lantern Festival was recognized in DEI/Community Outreach, Let’s Vibe received recognition for Community Outreach, and Coffee Fest was recognized as Best New Event. 

The awards recognize programs designed to activate downtown spaces, create opportunities for community participation, and bring new experiences into Downtown West Palm Beach.
